Key Qualifications:

Mr. Hortenstine is a Senior Project Manager with over 31 years of experience in the field of environmental engineering. He has managed a diverse range of projects, including water and wastewater treatment facility design, permitting, and construction; wastewater collection and transmission system evaluation, design and construction; reclaimed water/reuse system, evaluation, design and construction; biosolids management system evaluation, design and construction; and treatment process testing, evaluation, and modifications.

Areas of Expertise:

During his career, Mr. Hortenstine has focused on water and wastewater systems, managing numerous projects such as Residuals Management Facility improvements, Water Reclamation Facility Improvements and Conversion, and collection and conveyance systems. He also has extensive experience in developing management and master plans and well as managing large capital improvements programs. Mr. Hortenstine has worked as Engineer-or-Record on a number a wastewater treatment plant projects and is experienced in the use of alternative delivery methods, such as Design-Build.
